		<description><![CDATA[Manila, Philippines - Former three-term Manila Mayor Lito Atienza is urging the Commission on Election (Comelec) to demand an explanation from the Manila City Government and the management of Museo ng Maynila as to why some ballot boxes and the ballots are drenched with or soaked in water.In his motion submitted to the Comelec, Atienza has expressed fear that the drenched boxes which contain the contested election ballots might affect the result of their election protests.''In the course of the sealing of the ballots of the protested clustered precincts, a substantial number of these ballot boxes and their contents were found to be 'wet' or drenched with or soaked in water,'' Atienza's lawyers stated in the urgent motion they filed with the Comelec.''We believe that this was no accident and clearly an attempt to sabotage our election protest on the part of some individuals who stand to gain should these ballots be set aside and excluded from the recount.'' Atienza said.It was discovered that more than 80 ballot boxes from the Fourth and Fifth Districts, which according to Atienza were the protested clustered precincts, were wet and the ballots they contained are soaked in water.Because of this, he said, there is an urgent need to have the ballot boxes delivered as soon as possible to the Comelec to immediately commence with the manual recount of all the ''wet'' ballots found among the ballot boxes that have been in the custody of the city government's Museo ng Maynila since May.Atienza has likewise asked Parish Pastoral Council for Responsible Voting (PPCRV) chairman Ambassador Henrietta de Villa to monitor and observe the manual recount of the ballots cast in the election for mayor of the City of Manila.''This request is prompted by an apparent act of some unscrupulous people to sabotage my election protest by damaging or impairing the ballot boxes and their contents when we recently discovered that some of the boxes and their contents are drenched with or soaked in water while inside the premises of the Museo ng Maynila where they were deposited by the City Treasurer of Manila,'' Atienza said in his letter to De Villa.Atienza also cited the recently released findings of the PPCRV regarding the Random Manual Audit (RMA) conducted by their Validation Team, which stated that ''could not identify the reason for the large variances especially for the position of mayor.'']]></description>

		<description><![CDATA[WASHINGTON (AFP) - President Barack Obama will meet Southeast Asian leaders this month in New York, the White House said Friday, as the United States tries to bolster its role in a region faced with a rising China.The White House said that Obama would hold talks with leaders of the 10-member Association of Southeast Asian Nations (ASEAN) in New York on September 24, at the time of the annual United Nations General Assembly.The summit, whose date was earlier confirmed to AFP by a seniorofficial, will mark Obama's latest attempt to reinvigorate US policy towards the dynamic region that, he said, was neglected by ex-president George W. Bush's team.The New York meeting will follow the inaugural summit that Obama held last year in Singapore with his counterparts from ASEAN.In Singapore, "the president and the ASEAN leaders pledged to deepen cooperation in a number of areas of common concern, including trade and investment, regional security, disaster management, food and energy security, and climate change," a White House statement said."The President looks forward to working with the leaders to assess the progress on these issues, identify future efforts to strengthen US-ASEAN relations, and discuss multilateral approaches for greater regional cooperation," it said.But the coming meeting - like many at ASEAN - may risk being overshadowed by controversy over Myanmar, whose military regime is going ahead with November 7 elections despite wide concern over their credibility.Washington-based diplomats said that the White House held prolonged negotiations with ASEAN leaders on where to hold the summit.Some Southeast Asian officials preferred a summit in Washington, believing it would carry greater weight and not be seen as one of the myriad "sideline" meetings held each year on the edges of the UN General Assembly.But the diplomats said the White House found it was logistically more practical to meet in New York - and worried about giving too much legitimacy to Myanmar just ahead of the controversial polls.Secretary of State Hillary Clinton first spoke of the second ASEAN summit when she visited Vietnam last July, saying that the ASEAN and the related ASEAN Regional Forum were "strong, effective architecture for security and prosperity in Asia."In Hanoi, Clinton called for open access to the South China Sea - an area of growing tension between China and Southeast Asian nations, particularly Vietnam.]]></description>

With an average reading of 124 microgram per normal cubic meter (ug/Ncm) in the first six months of the year, air quality in the city has improved as indicated by a significant reduction of 32 ug/Ncm from its average Total Suspended Particles (TSP) level of 156 ug/Ncm recorded in the same period in 2006.Mayor Jejomar Erwin Binay Jr. credited the city government's "relentless" drive in implementing national and local laws against pollution for the improved air quality in the city as monitored by authorities. "The relentless efforts of the city government to combat air pollution for many years now have achieved tangible improvement in the quality of air we breathe in Makati," Binay said.
