MANILA, Philippines -- Businessman Jose “Joey” De Venecia III Thursday accused President Gloria Macapagal-Arroyo of being the force behind China’s ZTE Corp. bagging the $329-million contract for the National Broadband Network (NBN) project, with her husband, brother and cronies led by businessman Enrique Razon Jr. collaborating to seal the deal. At the resumption of the Senate probe of the ZTE deal, De Venecia also claimed that: • Ms Arroyo wondered why Romulo Neri, then director general of the National Economic and Development Authority, did not accept early this year the P200-million bribe offered by then Commission on Elections Chair Benjamin Abalos Sr. in exchange for his endorsement of the ZTE proposal. |

Commission on Higher Education (CHED) officer-in-charge Romulo Neri contradicted Wednesday the position of acting Socio-Economic Planning Secretary Augusto Santos against revealing details of deliberatins on the $329-million national broadband (NBN) deal.
Neri said meetings of the National Economic Development Authority-Investment Coordination Committee (NEDA-ICC) are public in nature, since they are even posted on the NEDA website.
"Our debates are open within the NEDA-ICC. It’s open, NEDA-ICC decisions are in our website," Neri told reporters after attending the CHED budget hearing at the Senate Wednesday. |

The National Economic Development Authority (NEDA) has refused to submit documents related to the canceled $329-million national broadband network (NBN) contract between the government and Chinese firm ZTE Corp. subpoenaed by the Senate, saying these were confidential and covered by executive privilege. In his letter to the Senate Blue Ribbon committee, acting Socio-Economic Planning Secretary Augusto Santos, who is the director general of NEDA, said the minutes of the NEDA-Investment Coordination Committee (ICC) meetings could not be turned over to the Senate because they were confidential. “The discussions in closed-door Cabinet and NEDA meetings are considered executive privilege and necessarily, the minutes of the said closed-door meetings are also covered by executive privilege,” Santos said. |

Partylist Akbayan filed on Tuesday charges against resigned Commission on Elections (Comelec) Benjamin Abalos before the Ombudsman over his alleged involvement in the controversial $329.48 million national broadband network (NBN) project. GMA’s Flash Report said Akbayan Rep. Risa Hontiveros charged Abalos for violating the Anti-graft and Corrupt Practices Law, Revised Penal Code, and the Code of Conduct and Ethical Standards of Public Officials and Employees. The opposition lawmaker said the filing of charges against Abalos was delayed as the Ombudsman failed to immediately issue Abalos’s statement of assets and liabilities, as requested by the group. The group was supposed to file the case on Monday. |

 Philippine president cancels broadband contract with Chinese company MANILA, Philippines (AP) - Philippine President Gloria Macapagal Arroyo has told her Chinese counterpart she has decided to cancel a bribery-tainted broadband deal with a China company, officials said Wednesday.Arroyo met Chinese President Hu Jintao in Shanghai on Tuesday and «explained the difficult decision not to continue» with the contract signed with China's Zhong Xing Telecommunication Equipment (ZTE) Corp., said presidential spokesman Ignacio Bunye, who was traveling with Arroyo. In Manila, senior Cabinet member Eduardo Ermita said Hu «was very understanding of the position that our president was in. Ermita said that as a result of the controversy, which has prompted a Senate investigation, «it became politically advisable that the president made such decision. |
