Another petition for the nullification of the government’s controversial contract with China’s Zhong Xing Telecommunications Equipment (ZTE) Corp. for the rollout of the $329.48-million national broadband network (NBN) project will be filed before the Supreme Court on Friday.

The Lawyers and Advocates for Transparency, Integrity and Good Governance (Latigo) said it will file at 2 p.m. a two-pronged petition that will invoke the Supreme Court’s “judicial supremacy" to examine the ZTE contract while asking the High Court to prevent the implementation and nullify the deal.

In a telephone interview with GMANews.TV, Atty. Gal Angeles, the group’s counsel and spokesman, said this is a comprehensive petition which includes elements that were tackled during the Senate hearings on the ZTE contract.

Malacañang on Wednesday dismissed claims it has placed Romulo Neri under surveillance amid a Senate hearing wherein President Gloria Macapagal Arroyo’s husband was linked to an alleged anomalous telecoms deal between the Philippine government and a Chinese firm.

Executive Secretary Eduardo Ermita told reporters that while the Palace was indeed guarding Neri, this was for the latter’s own protection. He brushed aside claims that Neri was being watched by the Palace to hinder him from telling what he knew about the telecoms deal.

“My golly, we have to look at the welfare of a Cabinet member. If I'm concerned with one Cabinet member, it's my duty as the head of the Cabinet to ensure the safety and security, at least give that feeling of security among members of the Cabinet," said Ermita.

Senators continued grilling Romulo Neri on Wednesday night during a hearing on the controversial National Broadband Network (NBN) project, which started at 9:30 a.m.

Minutes before 8 p.m., senators led by Loren Legarda and Rodolfo Biazon tried squeezing information from Neri on whether a ranking government official asked him to prioritize China's ZTE Corp. over other proponents of the NBN project.

However senators failed to get information from Neri as he continued invoking executive privilege in his testimony.

Palace mulls digging deeper into alleged Abalos bribe try

Malacañang on Wednesday said it is considering conducting its own a full-blown investigation on the bribery allegations surrounding the $329.4-million National Broadband Network (NBN) contract won by China’s ZTE Corp.

Executive Secretary Eduardo Ermita said the “discreet" investigation that President Gloria Macapagal Arroyo had ordered was just the beginning.

The investigation, however, found no corroborative evidence to allegations that poll Chairman Benjamin Abalos tried to bribe Romulo Neri, former director general of the National Economic and Development Authority, and Jose de Venecia III, losing NBN bidder.
