| Andaya clueless on where 'cash gifts' came from |

In a chance interview Tuesday, Andaya said it was unlikely that one of the funds controlled by the President was the source of the money which was supposedly given to local officials, saying there are guidelines for the disbursement of funds from these sources. These include the President’s intelligence, contingent, social and calamity funds. “May mga guidelines iyan kung ano ang pwedeng paggamitan nito so hindi ganun kadali iyun na kukunin mo lang at pamimigay mo iyung pera. It’s not that easy," Andaya said, noting that upcoming conduct of the village and youth elections will also make disbursements more difficult. Andaya said the President’s intelligence funds would not be enough if reports are true that officials were given P500,000 each. And there are specific purposes for which the intelligence funds are used, he noted. “If you look at the, iyung tsinitsimis nilang halaga na pinamigay daw di umano sa lahat ng gobernador, lahat ng congressman, hindi kasya… I would be impossible and I don’t think (the President) will do that," Andaya said. Similarly, there are requirements before money from the President’s contingent fund are disbursed and used. The use of the contingent fund, in particular, is limited to approved government projects only, Andaya noted. It was also unlikely that the money could have come from the President’s discretionary, social and calamity funds, saying there are guidelines governing disbursement of money from these funds. It would also be hard to say that the money came from the President’s own pocket, Andaya said. In the same interview, Andaya was clueless on how Pampanga Governor Ed Panlilio could return the P500,000 “cash gift" to Malacañang. Andaya admitted he does not know where Panlilio can return the money. “Kanino ibabalik? Di ko sasabihin iyun sa ‘yo? O sayo na lang… Sa barangay tanod, ewan ko, hindi ko alam," Andaya said in jest. When asked if he would accept the money if Panlilio returned it to him, Andaya said: “Unang-una di naman ako ang custodian ng pera so I have no right to accept it… It’s not my job to accept those things." Earlier, Andaya said that the reported “cash gifts" did not come from the Department of Budget and Management (DBM), saying such expenditures are not in this year’s budget and that the department does not directly release cash to payees. “Wala sa budget natin iyan at hindi nasa kakayahan ng DBM na magbigay ng cash diretso. Ang aming kakayahanan lang ay magbigay ng isang kapirasong papel na nagsasabing puwedeng gumawa ng projects," Andaya said. “Pero ang magbigay ng ganitong cash ay impossible sa aming department," he added. - GMANews.TV
