Comelec spokesman James Jimenez said the liquor ban takes effect the same time the campaign period for candidates running in the Oct. 29 election ends. “Hanggang alas-dose na lang ang kampanya tapos papasok ang liquor ban (As soon as the campaign period ends at midnight of Saturday, we begin enforcing the liquor ban)," Jimenez said in an interview on dzRH radio. The Comelec imposed the liquor ban in Resolution 8310 dated September 6, 2007. Sec. 261 of the Omnibus Election Code penalizes any person who sells, furnishes, offers, buys, serves or takes intoxicating liquor on the days fixed by law for the registration of voters in the polling place, or on the day before the election or on election day. Hotels and other establishments duly certified by the Department of Tourism as tourist-oriented and habitually in the business of catering to foreign tourists may be exempted for justifiable reasons upon prior authority of the Commission. Violations are punishable with imprisonment of up to six years, with the guilty party disqualified from holding public office and exercising the right of suffrage. The Comelec deputized the Philippine National Police (PNP), National Bureau of Investigation (NBI), Regional Election Directors (REDs), Asst. Regional Election Directors (AREDs), Provincial Election Supervisors (PES), Election Officers (EOs), and the Comelec Election Law Enforcement Team (ELET) to implement the resolution. On a related matter, Jimenez said the counting of votes will still be done for the October 29 polls. Jimenez also said they are now in the thick of preparations to send election materials to the provinces so there will be no delays on Monday. “Lahat manual (All the counting will be manual)," Jimenez said when asked if the counting will be computerized or manual. He did not give a timetable on when the counting and proclamation will be completed. But Jimenez said the Comelec does not expect any trouble during the October 29 elections. He said the Comelec expects to finish farming out election materials to the provinces this weekend. “Distributed na ang materials, by this weekend matatapos na (We expect to finish distributing the election materials to the provinces by this weekend)," he said. When asked if the commission foresees any problem in the Oct. 29 poll, he said, “wala po (we expect no problem)." “Handang handa po tayo. Dalawang tulog na lang ‘yan (We’re all set for the Oct. 29 election. It’s just two days away)," Jimenez said. - GMANews.TV
