The elusive and controversial Maguindanao provincial election supervisor is nowhere to be found, according to Commissioner Nicodemo Ferrer said Friday.

"He cannot be found again. We have been trying to get in touch with him, wala, wala," Ferrer told reporters.

Ferrer heads Task Force Maguindanao which is looking into alleged irregularities that marred the conduct of elections in the province last May 14.

Worse, Ferrer said they cannot even contact Bedol through his mobile phone.

"The day after he appeared before my task force, he said he was going to submit his written explanation, e wala. Up to now wala," he said.

Ferrer said his task force will be issuing a show cause order against Bedol on Monday.
Comelec OKs Maguindanao canvassing

The Commission on Elections en banc on Friday directed the Special Provincial Board of Canvassers of Maguindanao province to conduct the canvassing of the controversial certificate of canvass at Shariff Aguak town.

Resolution 8195 promulgated June 22, 2007 stated that "the Commission resolved at it hereby resolves to direct the SPBOC of Maguindanao to conduct the canvassing at Shariff Aguak, Maguindanao."

Comelec chairman Benjamin Abalos, Commissioners Nicodemo Ferrer, Rene Sarmiento and Resurreccion Borra were present during the en banc meeting Friday and signed the document.

Commissioners Romeo Brawner and Florentino Tuason were absent for personal reasons.

Task Force Maguindanao, headed by Ferrer, was also ordered to turnover the 21 municipal certificate of canvass with the statement of votes by precincts produced by the election officers to SPBOC headed by lawyer Emilio Santos "for whatever it may be worth."

The resolution stated the canvassing should be conducted in Maguindanao in compliance with the policy of Comelec as stated in Resolution No. 8062 promulgated May 18, 2007 that "no transfer of the canvassing venue from the provinces to Manila shall be allowed."

Abalos and Ferrer had brought to Manila the election documents presented to them by the EOs.

But in an earlier interview Friday, Ferrer said they gave the Special Board of Canvassers the task to decide if they will re-canvass the Maguindanao votes based on the documents retrieved from the election officers.

He told reporters four of the six commissioners have signed a resolution ordering the SBOC to reconvene "to go over this finding of ours and see if these (documents) are useful."

"We have a standing order for the special provincial board of canvassers to re-convene," he said.

When asked if the SBOC will re-canvass the documents, Ferrer said: "Well it's up to them because that body is supposed to be independent from the Comelec en banc. We will just submit what we found out dun sa pagpunta namin sa General Santos."

He said the opposition can still question the authenticity of documents when the SPBOC decides that it can be used for re-canvassing of votes.

If the Maguindanao votes appearing in the provincial certificate of canvass submitted by election supervisor Lintang Bedol, will be included in the canvassing, senatorial candidate Juan Miguel Zubiri (Team Unity) will lead Aquilino "Koko" Pimentel III (Genuine Opposition) by 17,205 votes.

Reporters got a peek on the questioned PCOC when it was presented to counsel of candidates during the session of National Board of Canvassers last month.

Based on the PCOC, Zubiri received 195,823 votes in Maguindanao while Pimentel only has 67, 057.

Adding it to the tallied votes, Zubiri, who has 10,753,836 votes, will register 10,949,659 votes.

For his part, Pimentel, who has 10,865,397 votes, will get 10,932,454 votes.

Pimentel's camp is blocking the inclusion of Maguindanao votes in the canvassing on claims that the PCOC was "manufactured." - GMANews.TV
