| Opposition solon takes back federalism bill |

MANILA, Philippines—Opposition Rep. Rufus Rodriguez of Cagayan de Oro City on Monday said he was withdrawing his House Bill No. 567 to prevent Malacañang from using the measure on federalism to force Charter change—and possibly keep President Gloria Macapagal-Arroyo in office beyond 2010.
