MANILA, Philippines—The side document to the Japan-Philippines Economic Partnership Agreement being hammered by the two countries will allow for future amendments to the treaty any time after its ratification to accommodate future Philippine laws not compliant with it, Senator Miriam Defensor-Santiago said Tuesday.
