MANILA, Philippines—The Philippine Air Force (PAF) Wednesday allayed fears that rebel forces might have been behind the crash of a C-130 Hercules plane in the Davao Gulf with nine people aboard on Monday night, citing the military’s “very strict” security at air bases.
