(Updated 12:30 p.m.) MANILA, Philippines - The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) shortly before Thursday noon lifted the public storm warning signal no. 1 in Mindanao as tropical depression "Quinta" moved closer to the Visayas region.
