MANILA, Philippines—Deep in the Abu Sayyaf lair in Maimbung, Sulu, joint forces of the Philippine Marines and the Philippine Drug Enforcement Agency (PDEA) uprooted some 100,000 fully grown marijuana plants measuring at least eight feet in height.
