More than 51,000 Filipino nationals have reacquired their Philippine citizenship under the Citizenship Retention and Reacquisition Act that Congress passed five years ago, the Bureau of Immigration (BI) said yesterday.

BI Commissioner Marcelino Libanan said that 51,280 applications for dual citizenship have been approved with the implementation of Republic Act 9225, also known as the dual citizenship law.

Congress passed the act in 2003 but the BI started implementing it in April, 2004 after President Arroyo designated the bureau as the lead implementing agency of the dual citizenship law.

Malacañang announced Tuesday a 5 million peso reward each for the arrest of Moro Islamic Liberation Front (MILF) commanders who allegedly instigated recent deadly attacks in North Cotabato, Lanao del Norte and other areas in southern Philippines.

Security officials, led by Defense Secretary Gilbert Teodoro and Interior and Local Government Secretary Ronaldo Puno, announced that charges are being filed by police against Commander Ameril Umbra Kato, head of the MILF 105th Base Command leader, and Commander Bravo, head of the MILF's 102nd Base Command in Lanao del Norte.

Bravo is regarded as a star among the fighters of the MILF. The MILF's 102nd Base command in Lanao del Norte claims a a force of between 7,000 to 10,000 men.

Mayor Lawrence CruzMANILA, Philippines - Iligan City in Lanao del Norte province has been placed under state of calamity as thousands of residents flee their homes for fear that their town will be the next to be attacked by Moro Islamic Liberation Front (MILF) rebels.

In his report in QTV’s News on Q, Ivan Mayrina said the two evacuation centers in the city are currently swamped with families who had fled their homes. He said many of the evacuees are infants and children.

This developed hours after MILF forces under Commander Bravo attacked Kolambugan town also in Lanao del Norte where they held many civilians hostages for several hours.

President Gloria Macapagal-Arroyo has ordered the police and military to “defend every inch of Philippine territory” against forces of the Moro Islamic Liberation Front (MILF).

Arroyo issued the directive Monday following reports of more than a dozen casualties as Moro rebel forces overran several towns in Lanao del Norte.

The President also ordered troops to “restore peace in affected areas” in the province as she condemned the “sneaky and treacherous attacks” as a “violation of the peace agreement and a challenge to progress in Mindanao.”

President Arroyo has appointed the former head of the Philippines’ humanitarian contingent to Iraq as undersecretary at the Office of the Presidential Adviser on the Peace Process.

Peace adviser Hermogenes Esperon Jr. said Pedro Ramboanga Jr. will bring with him his experience as former head of the now defunct peacekeepers team to Iraq and as former deputy chief of staff for operations of the Armed Forces.

The President also appointed Ma. Consuelo Cascolan to the OPAPP as assistant secretary for finance.
