DILG: Kidnapping in RP on the decline

Kidnapping cases in the Philippines was fewer by 45 percent from July 2006 to June 2007 compared to the same period a year ago, the Department of Interior and Local Government (DILG) reported Tuesday.

Citing statistics from the Philippine National Police (PNP), a DILG statement said that only 27 kidnap-for-ransom (KFR) cases were recorded from July 2006 to June 2007, around half short of the 49 cases from July 2005 to June 2006.

Most of these cases, or 14, took place in Metro Manila, eight were in Luzon, and five in Mindanao. There was no case reported in the Visayas.
"The decrease of KFR cases is attributable to the untiring cooperation of the community and the significant accomplishments achieved by manhunt operations, the intensified conduct of seminars in the barangays and with potential targets," said a report of PNP chief Director General Oscar Calderon to DILG Secretary Ronaldo Puno.

Calderon is also the chief of the Police Anti-Crime and Emergency Response (Pacer) team that takes charge of KFR cases.

Calderon reported that operations of the Pacer within the same period resulted in the apprehension of 49 members of KFR gangs, two of whom are in the Most Wanted Kidnappers List, and the conduct of four rescue operations that resulted in the safe recovery of five KFR victims.

Forty-four other people were also arrested for their involvement in various KFR activities either during police operations or by virtue of warrants of arrest issued by the courts.

Aside from KFR cases, Calderon reported to Puno Pacer's assistance in the resolution of seven "kidnap me" cases, 56 abductions and 28 cases of missing persons.

Pacer was formed on July 15, 2002 upon the orders of President Gloria Macapagal Arroyo to crush KFR syndicates. - GMANews.TV
