Radio station dzMM quoted the senator as saying that the filing of Senate Resolution 127 came after several senators led by Senate President Manuel Villar Jr, called for the cancellation of the alleged anomalous transaction. The report added that the contract became even more controversial when Commission on Elections Chairman Benjamin Abalos Sr was implicated in the controversy for allegedly brokering the deal. The resolution seeks to investigate the allegations of Sen. Panfilo Lacson that a Comelec official, two individuals dubbed as “the big one" and the “little one" and the so-called "usual boys" received $198 million (P9.2 billion) in bribes from the $329-million deal of the Philippine government with ZTE. Lacson claimed on Tuesday that ZTE's initial offer was pegged at $132 million, giving the firm a $30-million profit. However, several bribe demands caused the final bid to blow up to almost $330 million. For his part, former socioeconomic planning secretary Romulo Neri would neither confirm nor deny that he was offered a P200 million bribe to support the project.
