Acting Justice Secretary Agnes Devanadera said the loan agreement is the missing link that will breathe life into the controversial contract. “Noong ni-review ng DOJ ang deal may napakaimportanteng kontrata na di pa ginawa. Ang loan agreement ang makakapagbigay ng buhay sa pinag-uusapang ito. Preliminaries pa lang ang na-execute (When the DOJ reviewed the deal, an important link was missing, and that’s the loan agreement. The loan agreement is what will give life to the contract. Otherwise, we’re just talking of preliminaries)," Devanadera said in an interview on government-run dzRB radio. However, she did not explain how the DOJ could have reviewed the contract, which at the time was deemed “missing" by the Department of Transportation and Communications (DOTC). The ZTE deal gained controversy following claims of bribery and other irregularities. It is now the subject of congressional investigations. Malacañang, however, said it will push through with the deal, saying the government is bound to “honor" its contracts. Devanadera, on the other hand, said that until the loan agreement is signed, there is effectively no contract to speak of. “Ang tunay na agreement that will trigger the implementation di pa nagagawa (The real agreement that will trigger the implementation is not yet done)," she said. - GMANews.TV
